The National Planning Commission (NPC) is a specialized body of the Government of Nepal (GoN) responsible for formulation of plans and development policy with long term vision for rapid economic progress and balanced and sustainable development. Along with plan formulation, it facilitates the implementation process and monitors and evaluates the whole planning processes.

Following the 2072 B.S. constitutional arrangement, Nepal has formally embarked on the federal structure. As per the constitution, the governance structure of Nepal would have to opt three tier of government: Federal, Provincial and local level. With this structural division, the role of federal government even grew more from financial managerial perspective. Within the jurisdiction of formation order clause 6 section c, NPC has to perform coordinating role in formulating plans and development policies and their implementation for Federal, Provincial and Local tiers establishing Inter-tier coordination.

What is a Project Bank Management Information System (PBMIS)

PBMIS is the storage of projects/programs, operated by different ministries/ agencies of the government. It uses MIS as a software tool through which data related to projects/programs are captured, validated, interpreted, processed and analyzed to back up project decision making. Projects are the means through which development goals are realized. In order to realize the national goal through assuring identifying well-conceived projects, appraising them through the system based formula, and selection, and prioritization is must for effective and efficient delivery of development endeavors.

A development plan cannot be envisioned without proper identification, selection, preparation, and implementation of projects. On the one hand, there is scarcity of well- conceived projects, while on the other; there are abundant projects in pipeline that has been included in development plans but without proper and adequate study, resulting into fragmentation, inefficient use of public investment, and poor delivery of projects. This has resulted in unnecessary delay, cost overruns, and slow progress of the projects.

The establishment of LPB through LPBMIS and their integration into PPBMIS and NPBMIS will be helpful to view the projects listed in both NPBMIS and other provincial project bank in the same panel saving time, cost, and money which helps creating sustainable reusability of the data and information.

Access Control Mechanism

The access control mechanisms for PPBMIS will be as follows:

  • NPBMIS Authorities who have access to NPBMIS will not have access to LPBMIS except viewing the project data.
  • PPBMMIS Authorities who have access to PPBMIS will not have access to LPBMIS except viewing the project data.
  • LPBMIS Authorities who have access to one local level LPBMIS will not have access to another local level’s LPBMIS.
  • LPBMIS The access control of LPBMIS will be in control of respective Mayor’s office.

Leagal Provision Associated with Project Bank

In pursuant to Sub-Rule (8) of Rule 26 of FPFAR, 2077 B.S., NPC can facilitate developing the project bank and also facilitate in identification, evaluation, selection and prioritization of the projects for province.

According to Sub-Rule (3) of Rule 26 of FPFAR, 2077 B.S., NPC can make provisions to integrate systems for interoperability.
